This GSA contract allows Emergint to perform general computer programming, design, and integration services including: writing, modifying, testing, and supporting software to meet customer needs, as well as planning and designing computer systems that integrate computer hardware, software, and communications technologies. Under this contract hardware and software components of the system can be provided by Emergint or client as part of integrated services. Emergint can also provide installation of systems and training and support to users of the system.

Accessing Emergint via GSA 8(a) STARS

Federal Government Departments and Agencies interested in using ETI for work under $3,500,000 can do so by following these general steps:

  1. Write Statement of Work (SOW) and unique terms and conditions for the work. A comprehensive Statement of Work detailing all known technical aspects of the work needed, include timelines and work milestones, also include a description of all deliverables such as status/progress reports and technical deliverables, and also include unique terms and conditions for the task order such as where the work will be performed, equipment needed by the contractor, etc. Your GSA contracting officials will be very helpful in navigating this aspect of the procurement to get the SOW in a final form.
  2. Contact GSA Contracting Officers.
  3. Ask for direct Task Order award to ETI. The GSA contracting officials will be happy to help you with a direct task order award to ETI when it is determined through discussion with you that the estimated period of performance for the work and the Government estimate for the work does not exceed $3,500,000.
  4. Negotiate price. The prices listed in the contract are not firm. ETI can and will be able to negotiate pricing based on the unique requirements of the SOW. This aspect of the task order award process begins when ETI sends a response to GSA contracting officials in response to the GSA request for proposal. This step will occur regardless of whether the work is over or under $3,500,000.
  5. Create funding document for GSA. GSA will require a funding document from the Agency before they award the task order. Interagency Agreements between the Agency and GSA are normally used to fund contract work. The GSA contracting officials will be able to help you with the specific information needed for the funding document and your administrative office will know what method of obligating money is currently being used.
  6. Award Task Order. Once GSA awards the task order and makes the needed distribution of documents, the Agency can begin the work.
  7. Work begins in accordance with terms and conditions agreed upon in Task Order. During the procurement process Agency unique requirements become a part of the terms and conditions of the task order. The task order itself will outline terms and conditions that are additional or differing from the contract document.

Federal Government Departments and Agencies interested in using ETI for work over $3,500,000 can do so by following the same seven general steps listed above. In an over $3,500,000 effort the GSA contracting representatives will be required to conduct a competition for you. GSA contracting officials will use the Statement of Work you provide, the unique terms and conditions needed for the work you provide, and the terms and conditions of the GSA STARS contract. GSA will then send out a request for proposal to the limited number of awardees agreed upon with you and conduct the competition with you.
