Since 1982, The Developmental Disabilities Branch (DDB) has conducted a variety of activities aimed at the prevention of developmental disabilities (DD) and selected adverse reproductive outcomes, the promotion of optimal fetal, infant, and child development, and enhancement of the health and quality of life and prevention of secondary conditions in children and adults with disabilities, including: surveillance programs and epidemiologic research studies for children with selected DD (mental retardation, cerebral palsy, autism, hearing loss, vision impairment, epilepsy). Specific activities include: the Metropolitan Atlanta Developmental Disabilities Study (MADDS), the Metropolitan Atlanta Developmental Disabilities Surveillance Program (MADDSP), extramural programs in surveillance and epidemiology of autism and other developmental disabilities, and special intramural studies in autism and other developmental disabilities epidemiology. Other activities include development, implementation, and management of a national DD surveillance program and multi-site autism research program, development of common surveillance instruments for specified medical conditions, and development of secure mechanisms to integrate data among changing and diverse electronic formats. The requirement is to secure a qualified computer programmer to assist in IT developing and maintaining analytic, clinical and other databases for large, multi-site studies at CDC in Atlanta. For the extramural activities, assistance will be needed for day-to-day management of the programs, scientific and technical support including, data management and application development. For support of GA SEED IT assistance will be needed for day-to-day management of the program including management, programming support, statistical data analysis and reporting of results. Data management and programming support is required for maintenance and management of existing data collection and management systems on a daily basis, while new application development, creation of analytic files and system set-up in support of NCBDDD activities will be on an as-needed basis. The incumbent will be responsible for developing, managing, and maintaining large SAS databases in a mainframe or PC environment. Specifically, the incumbent will take externally provided data in multiple file formats, standardize and convert these data into permanent SAS datasets, transfer these data from the PC to the mainframe platforms (and vice versa), and load these into prewritten MS Access/SQL Server/VB.net instruments. Once the data collection activities have been completed, the incumbent will extract, transform, and load the abstracted data into permanent SAS datasets on the PC and mainframe. Linkage of these data to Vital Records and then geocoding to the US Census data via deterministic and probabilistic linkage methods is then performed. Provide expert services in support of instrument development, data collection and management of MADDSP data collection activities including the following: 1. Maintain MADDSP field manual and study documentation in collaboration with MADDSP staff. 2. Coordinate and assist in MADDSP data management. 3. Provide IT technical support of MADDSP operations. 4. Provide IT technical support related to MADDSP documentation and information dissemination to the scientific, public health, and lay communities. 5. Assist with the analyses of supplemental MADDSP database information as requested. 6. Coordinate MADDSP activities with ADDM surveillance network.

Required Skills:
  • Proficiency in SAS (both at the PC and mainframe level), and mainframe computing experience required. Minimal travel required.
  • Data Management/programming experience in the PC and mainframe environment along with working knowledge of Visual Basic.
  • Experience with Windows XP is mandatory; experience with an IBM Mainframe (MVS/TSO) is also required. Web development skills also desired. Hardware experience is preferred.
  • Must be comfortable creating user-friendly, standalone program specific specialized data collection, data entry, data management, and tracking programs in a variety of microcomputer packages, including Microsoft Access and Microsoft Excel.
Educational Requirements:
  • BS/BA required, MS/MA desired
  • Years of experience in lieu of degree
