Emergint to provide training materials for 2010 Decennial Census
(ROCKVILLE, MD) - Emergint was recently awarded a firm-fixed price task order to create procedural manuals, training guides, workbooks and job aids for the United States Census Bureau. All training materials will be used by Census field operations during the 2010 Decennial Census.
The census is mandated by the U.S. Constitution and every ten years the United State Census Bureau (USCB) counts everyone living in the United States: in all 50 states, Puerto Rico and the Island areas. According to the U.S. Census Bureau website, "Census questionnaires will be mailed or delivered to every household in the United States in March 2010." Participation in the census is required by law and households that do not respond will be called or visited by a Census worker. "Census data are used to distribute Congressional seats to states, to make decisions at every level of government, and to distribute $300 billion in federal funds to communities each year."
The USCB mission is "to be the preeminent collector and provider of data about the people and economy of the United States." The Census Bureau's core business is comprised of large-scale surveys and censuses, including the collection, processing, analysis and dissemination of the data resulting from these surveys and censuses.
The Census Bureau conducts an evaluation to measure coverage errors of the enumeration of persons and living quarters. This evaluation, Census Coverage Measurement (CCM) will evaluate approximately 1% of the persons associated with the 2010 census. A key feature of the CCM is its "independence" from the rest of census data collection. In order to conduct this evaluation, the USCB requires regional management training, preparation and review of procedural manuals, training materials and job aids, summarization of field and office operational debriefings, review of all field and office materials and dry runs of all training materials. Materials created by this task order will be used to train the Regional Census Center Management, Regional Field Management, Regional Technicians, crew Leader/Quality Control Crew Leader as well as other staff associated with Census Field Operations.
